PARENT TEACHER ORGANIZATION BY-LAWS
Article I Organization Name
The name of this organization shall be the Pawleys Island Christian Academy Parent Teacher Organization (PICA PTO).
Article II Objectives-Mission
a) To promote the welfare of children and youth in school, home and community.
b) To bring closer the relationship of school and home so that parents and teachers may cooperate intelligently in the education of the child.
c) To enhance the educational facilities and opportunities for the students of Pawleys Island Christian Academy that are not otherwise provided for in the school corporation budgets.
Article III Policies
a) This organization shall neither seek to direct the administrative activities of the school nor to control its policies.
b) This organization may make suggestions to the School Board concerning activities of the school, if such suggestion is made toward the betterment of conditions for all concerned. (i.e., students, teachers, administrators and parents)
Article IV Membership
a) Any parent, guardian, or other person standing in loco parentis", with a child enrolled and attending the Pawleys Island Christian Academy and paying the membership fee of $5.00 is eligible for membership.
b) Each member of the licensed teaching staff working in the Pawleys Island Christian Academy. No membership fee is required.
c) Any member shall have the privilege of making motions and serving on committees.
d) The Principal shall be considered as a sitting advisor and/or consultant.
Article V Officers and Their Elections
a) The officers of this organization shall consist of 1 President, 1 Vice President, 1 Secretary, 1 Treasurer, 1 Volunteer Coordinator.
b) Initial Officers shall be elected at the 1st meeting of the organization by the members present. New elections to take place each school year at the last meeting of the school year.
c) Officers shall assume their official duties at the close of the meeting when elected.
d) Officers shall serve a term of one year.
e) A person shall not be eligible to serve more than one (2) consecutive term in the same office.
f) Officers of this organization shall be elected in the following manner:
i. In the 1st meeting, members of the PTO may nominate persons who are willing to hold the office which is being voted upon. Officer election will take place by a show of hands.
ii. Thereafter, a nominating committee shall be appointed during the April meeting of the organization after announcement of open offices.
iii. Appropriate notification of elections will be given to the school populace.
iv. The nominating committee shall present a slate of nominees for all offices to be filled and report the slate of nominees to the PTO members at the May meeting of the organization.
v. Following the report from the nominating committee, an opportunity shall be given for nominations from the floor.
vi. Only those who have consented to serve shall be eligible for nomination, either by the committee or from the floor.
vii. Officer election will take place by a show of hands.
g) A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the remaining members of PTO Officers.
Article VI Duties of Officers
a) The President shall preside at all meetings of the organization. The President shall also be the primary contact for the principal and/or the administration; and shall be ex-officio member of all committees except the nominating committee; and shall perform such other duties as may be prescribed in these bylaws. The President shall coordinate the work of the officers and committees, in order that the objectives- mission may be promoted. The President also shall represent the PTO as a voting member of the PICA School Board, in accordance with the PICA School Board By-laws.
b) The Vice President shall act as aid to the President and in their designated order, performs the duties of the President in the absence or inability to serve.
c) The Secretary shall record the minutes of all meetings of the organization and of the PTO Officers. Copies of minutes of regular meetings will be available at each meeting and posted on the website.
d) The Treasurer shall receive all monies of the organization; shall keep an accurate record of receipts and expenditures; and turn all monies over to Corbey Dukes or the acting school Financial Officer. A financial statement will be at every meeting and shall make a full report at the end of the current school year.
e) The Volunteer Coordinator shall actively seek volunteers for projects and committees that are PTO coordinated and promote PTO membership.
f) All officers shall perform the duties outlined above as well as any other duties prescribed in these bylaws; and such other duties as may be delegated to her/him.
g) All officers shall deliver to their successors, official materials at the close of their service of office.
Article VII Meetings
a) The regular meetings of the organization shall be on the first Monday every other month. Should a meeting date occur when school is not in session, the alternate date will be decided upon by the PTO Officers.
b) Special meetings may be called by the organization or the PTO Officers. Appropriate notification will be given to the school populace by the President.
c) Three officers present at any meeting shall constitute a quorum necessary for the transaction of business of the organization.
Article IX Standing and Special Committees
a) Standing and special committees shall be determined annually at the 1st meeting of the school year.
b) Committee chairperson/persons shall be issued committee guidelines by the PTO Officers.
Article X Amendments
These bylaws may be amended at any regular meeting of the organization by a majority vote of the PTO members.
